Laos, Russia Discuss Humanitarian UXO Clearance Plan and Training for Lao Military Personnel

(LPAN)On July 9, 2026, the Ministry of National Defense hosted a meeting to discuss the Laos-Russia Humanitarian Unexploded Ordnance (UXO) Clearance Plan and Training for Lao Military Personnel for the 2026-2027 cycles. The meeting was co-chaired by Col. Vilaphong Xayanikon, Deputy Head of the Office of the General Staff Department and also Head of the Secretariat, and Col. Prokunov Alexander Sergeyevich, Deputy Head of the International Mine Action Center of the Military Engineering Academy of the Russian Federation, with relevant officials from both sides in attendance.
During the session, the participants reviewed the UXO clearance plan and collectively contributed feedback on the Laos-Russia humanitarian UXO clearance and training framework for the 2026-2027 period. The meeting also reviewed the outcomes of the 16th ASEAN Defense Ministers' Meeting-Plus (ADMM-Plus) regarding humanitarian mine action, which was co-hosted by the Lao People's Army and the Armed Forces of the Russian Federation in 2026. Specifically, the discussions focused on logistics and support operations, including accommodation, catering, and security measures, to ensure comprehensive readiness for the successful execution of the 2026-2027 humanitarian UXO clearance operations according to the plan. At the conclusion of the meeting, both sides officially signed a Memorandum of Understanding (MoU) on the 2026-2027 Laos-Russia humanitarian UXO clearance and military training plan.
