Lao People’s Army Officer Attends Advanced Military Operational Law Course in Malaysia

(LPAN) From July 14 to 16, 2026, in Kuala Lumpur, Malaysia, the Lao People’s Army participated in an experience-sharing and training program under the theme “The 4th Advanced Military Operational Law Course.” The course was co-organized by the National Defence University of Malaysia (NDUM) and the International Committee of the Red Cross (ICRC). The training brought together a total of 18 participants, including Major Chanthasith Ounaphom, Deputy Director of the Legal Division, Legal Department, representing the Ministry of National Defense of the Lao PDR, alongside military officers, legal advisors, and experts from six nations: Laos, Bangladesh, Malaysia, Vietnam, Cambodia, and Thailand.
During the course, the participants engaged in in-depth discussions and exchanged lessons on several critical topics, such as International Humanitarian Law (IHL), a review of the 1949 Geneva Conventions and their Additional Protocols, the Law of Armed Conflict (LOAC/IHL), the protection of civilians and medical personnel on the battlefield, and the deployment of advanced military technologies including Artificial Intelligence (AI), autonomous targeting systems, and Unmanned Aerial Vehicles (UAVs). Discussions also covered the precision of weaponry, the impacts of misinformation, psychological warfare, urban warfare, battle damage assessment in military targeting, and commander responsibility.
Following the conclusion of the training, a ceremony was held to award certificates to the participants.
